Does the Republic of Iraq have a representative office of any kind in Taipei?
Apparently, no.
See the following:
HOME > Foreign Embassies and Missions in the ROC (Taiwan) > Foreign Representative Offices in the ROC (Taiwan)
West Asia
Israel
Jordan
Mongolia
Oman
Russia
Saudi Arabia
Turkey
Nor does Taiwan have a faux embassy in Iraq.

Too bad. They seem to have much in common – well developed legal system, rule of law, civil rights, etc.
Thanks guys. Guess I’ll try to get a visa somewhere else.
Don’t forget your Cougar. You may have read that Humvees, formerly the macho vehicle of choice, is now considered hopelessly inadequate and the Cougar (on the left v. a Hummer) is now the desired transport in Iraq.

Oh, and don’t forget to pray.
You could try this site, from the Iraq Ministry of Foreign Affairs listing their consular offices abroad

They have an embassy in Beijing, Tokyo and Hanoi… perhaps these might be your best avenues?
