Is it true that the Japanese get 90-day visa-free visit?
(but only 30-day for US citizens and others?)

Japan has given Taiwanese 90-day visa-free tourist visits since 2005. So Taiwan is just reciprocating, though belatedly.

And, anyway, Japan is Taiwan’s top source of tourists.

I guess we should be hearing Japanese subway announcements soon in that case?

Perhaps not yet, but there will be Japanese-speaking staff hired at the transfer stations to help out, or so I was reading this week.
