Is national health insurance a must when applying for APRC?

As per title, did you have to hold a national health insurance for the five years of residence in taiwan in order to get the APRC after 5 years?

That is not a requirement, as in some cases the foreigner only becomes eligible after several months of uninterrupted residence in Taiwan after the issuance of the initial ARC. This particularly applies to foreign spouses of ROC citizens.
