Is there a law against cyberbullying of a minor?

If someone cyber bullies a child?-is there anything that can be done legally ? can the child/ parent file a complaint ? is it the same as the defamation laws?

I wonder if the law differentiates between an adult bullying a minor, and a minor bullying another minor.
