Recent news that is classic Taiwan:
A school called Gongguan in Taipei has had a natural pond and miniature wetland in the school grounds for the past 27 years. The ministry of education had allocated an annual budget for the maintenance of this area. The story is unclear but either last year alone or over the 27 years, NT$8 million was given to the school to set up a beetle/butterfly park and for further beautification and maintenance of the pond.
The school recently sought to have the place designated by the government as an official wetlands, which the education ministry did.
However, after inspecting the site subsequent to the designation, officials discovered that the natural spring was, yes, you guessed it
