I have this man living 2 floors above my flat. He works all day and comes home by 7 PM. Then the show starts. He sings loudly, augmented by the potent speakers, amplifiers and the sound bothers the entire building, he usually finishes by 9 or 10 pm, stopping from time to time to go to the restroom, this occurs 3x a week. I went to talk with the buiding administrator but he simply told me that this man actually owns an apartment in the building, I am just a tenant so I have no rights to complain. According to the administrator, the man loves to give “some happiness” to the city environment, to enlighten the lives of the tired workmen at the end of the day. Oh, I am starting to hate the neighbour, he really thinks that his singing is too good to be missed. I rented this flat because it is located in a quiet alley, away from the crazy traffic but now I really need to start making plans to move, but I"m afraid to find another place with another exhibitionist neighbour. This one thinks that the entire building love his songs.
NT$25,000 is more than enough to buy a cheap electric guitar and a pretty decent 100 watt amp. Every time he starts, simply plug in, stand so that the git is facing the amp, and turn it up to 11, man. Wear earplugs and don’t use an attenuator.

Canvass opinions from 3 or 4 of your other neighbours.
Does his singing bother them?
Do they just live with it?
Have they ever raised the issue with the building admin in the past?
How long has it been going on for?
If the answers are No, Yes, No and A Long Time, then yes, you will have to move.

Thanks for the suggestions. I don’t play guitar but got some amplifiers, speakers from some friends, they lent them to me and also some CDs from Memphis May Fire, Slipknot, Tesseract. I’m declaring war, but I am a little afraid also because my other neighbours would probably ring my landlord and he might kick me out. But it is becoming difficult to study with this guy singing at night 3x a week. I’m going to let the music blast and I’m going out and study in some McDonald’s like the other kids in Taiwan.
One word: fireworks, lots of it.
I would particularly urge you to look for an album, “Japanese Torture Comedy Hour”, by Lockweld. The single “Putrified Genitals” would be particularly effective, IMHO. (I thought the title was “Modified Genitalia” but apparently not.)
It’s probably available as a torrent.
P.S. – Earmuffs. Better yet, put it on loop and go out for a pizza.
Go to an incense/ghost money store, buy about 10 big rolls of firecracker. Place it around their door (when they decide to exhibit themselves), string the 10 together, light and run.

Show up at his door in a full Tom Jones costume with a CD of What’s New Pussycat and mandate that it is the only song sung. Slowly get there earlier and earlier until he finds you waiting for him when he gets home, then start showing up at his work about fifteen minutes before he gets off. Then start showing up at random places he is during the day with a portable karaoke machine and refuse to leave until he sings a duet of What’s New Pussycat with you.
Sure, it’ll take some commitment, but eventually he’ll definitely stop the karaoke, or at least move to another building.
Don’t let him get off that easy, though. Move too!! Pay off the landlord to put you right next to him. Drop by and enthusiastically discuss how if you two knock out a wall you can be roommates, bring him presents of drawings of pictures of pussycats with little notes mentioning how lovely it would be if you had a kitten you could raise together.
Or, you know, the loud music thing. Whichever, really.
