I would advise going to Tainan in the winter because the North gets some major wind(way to much for a newbie in my opinion) and close out waves. But if you dont care about safety the go for at Guanying. Ideal lessons are in winds in the 13-19 knot range. You might try to hit up a guy named Tony Fish in Jhunan that is probably about the safest beach close to Taipei to learn. I had been riding for many years before I moved here and can say you need to think about safety here because the winds rip and there are very few guys I have seen that I could trust if something really bad happened. Snoop around on kiteforum.com and get a sense for what kiteboarding is all about. You will find a lot of useful information for newbies.
