You need to identify yourself to the labor department, but they have rules about not revealing your identity to the employer without your consent, which you can read here:

They want concrete evidence that can prove violations for which there are administrative penalties (not all violations are subject to penalties), rather than vague suspicions or complaints about general nastiness.
Taipei used to have a single Labor Inspection Office (near Yuanshan Station) handling both health & safety and more general issues. In 2015 they split it by setting up a new office (apparently called the Labor Standards Inspection Office, but not always going by that name) for the general stuff right on top of Jingmei Station.
The LIO (handling health & safety) is now located on Mengjia Dadao around Wanhua Station.
Iām not sure if this means the Jingmei office is closed; I canāt find it on the Departmentās website now, but it was always hidden away in some dark corner.

It seems to be set up for the purpose of helping blue collar workers. I vaguely recall a thread about it last year.

How to know if a violation is subjected to penalty or not?
Is unpaid overtime among them? What if the overtime is converted in leave hours but with 1 month expiration?
The Xinbei labor department at City Hall (Banqiao) used to include the Xinbei LIO, but then they split them and moved the LIO to Tucheng (iirc). I donāt see the address on their website (just had a quick look), but they have a dedicated online complaint system (āååęŖ¢ę„ē«å³GOā).

In the LSA, it starts at Art. 75. Overtime is subject to Art. 24, which is included in Art. 79 Par. 1 Subpar. 1, so the penalty is $20k to $1m.

Whether the scenario you mentioned is kosher or not, I donāt know. The labor department should know (even the people at City Hall), but they sometimes disagree with each other, as not everyone is entirely on the same pageā¦
