Last employer has not paid my tax now facing problem

hello tax expert and friends ( sorry for grammitical mistakes and spellings) right now i am in india i have few problams i was in taiwan from 10 january 2006 to 30 december 2006 on indian chef/cook work visa now i come to know that my employer has not paid my tax now i got a new job in taiwan but my new employer can not apply for my work permit due to this problam another problam if any how its solved i will need NOC/ GOOD CHARECTER CERTIFICATE ( which will required form my previous employer for labour ministry ) still this NOC / GOOD CHARECTER CERTIFICATE will requre from those ppl who is there self not good citizen not paying tax not following the law ? can my new employer mention this fact while he/ she apply for my work permit ? wat to do ? help me waiting for reply from tax expert and friends

The new employer can apply for your work permit, the question is whether the authorities will issue one or not. In my recent experience, tax arrears are a problem for an existing employer applying to extend an existing work permit, not for a new employer applying for a new one.
