It’s a bit of a runaway train isn’t it? There’s a comment on that article you linked along these lines, tinkering around the edges like this won’t fix this, they need some sort of ‘iron fist’ law to change things now. I wouldn’t dare propose anything, but there is a ring of truth to this idea.

One of the nuggets from that editorial is Mayor Ko’s admission that the 50,000 new units he envisioned (or promised depending on your view of things) was overly ambitious. He’s the most reform oriented mayor we’ve had in Taipei since Chen Shui-bian was on the scene in the 1990s, but during his second term (set to end in 2022), he basically seems to have given up.
