I’ve been working at the same buxiban for about two years, but I’ve decided it’s time to move to another school.
I am breaking the contract early. I still have about 7 months remaining, and when I talked to the boss about it, he wasn’t very happy.
I’ve been to interviews and have secured a new job that begins in about a month… which also means that my current school will have just a few weeks to find a replacement teacher:/
Could my boss refuse to give me the letter of termination?
Is it something the boss personally has to write and stamp, or something the labor department sends out, like the work permit?

No he cannot, employment is based on mutual agreement. He can’t refuse, but you have to give notice in advance according to the law. And since you are the one who terminate the contract, you will not be able to get severance pay (from my experience).
There is a format of termination contract letter, he just needs to sign, put your name and his name plus company’s stamp, and send it to ministry of labor. Make sure you get the original copy as you will need it to extend your arc before getting new work permit. Cheers!
If it’s a fixed term contract (which it almost definitely is), employment cannot simply be terminated at the employee’s whim, unless the contract says so.
The “good” news is that the employer has (knowing the industry) probably committed one violation or another that can be used as the basis for an Art. 14 termination. In other words, if the employer refuses to accept the resignation, OP can (probably) quit anyway.

Just giving another take, but I’d probably tough it out for seven more months in order to minimize workplace drama and bureaucratic headaches. You’ve already been there close to 2 years, so it’s not like it’s intolerable for you. Usually when people find a job so bad they break contracts they typically do so in the first 3 months or so. Has your workplace gotten a lot worse lately? I mean, before you informed your boss you wanted to terminate?
EDIT: And I see it’s too late for you to tough it out, as you’ve already been offered another job. Probably not the most well thought out way you could’ve handled this. I think the buxiban director has cause to be a bit pissed with you just cutting out mid-contract with him having no replacement. And is your new employer aware of your current work situation?
