Looking for early 90's Taiwanese pop hit

When I was a kid in the early 90’s, I was obsessed with a Taiwan pop song. After all these years, I want to know what the song was called but I have no recollection on who sang it or what the title was. Unfortunately, I do not speak Chinese (I know, shameful) and my parents have no idea what I’m talking about.

The details I’m fairly certain of, these pop song might’ve been released between 1989 to 1991. It was a male singer. The cassette single had the guy standing in a dark raining background. The Chinese symbols were blue.

But back then I recall 王傑 (Wang Jie) was very popular, I vaguely recall a cassette album was blueish… but only the CD photos seems available. About the same time 庾澄慶 Yu Cheng-Qing also had a very influential song. I am just going to post some of them, and you can see if they are it.
