A friend of mine has all his documents ready for his APRC, but the immigration officer has refused to process his application because he lost a passport four years ago and therefore has “no evidence” that the person on the entry/exit records using the old passport is actually him.
I’ve suggested he go to his old employer and see if they’ve got a copy of his old passport on file, but in case they don’t is there anything he can do in this situation? Shouldn’t his old ARCs be proof of his old passport number?

Whew! His old work permits showed the old passport number, name, address etc. and he was able to prove that he really is the same person that he was then. A happy ending!
Man, my passport has always been treated like 20 pounds of gold. I don’t understand how people can lose the most important document in their life. Too bad for him but rules are rules. “Lost” passports often are sold or end up on the black market, that’s why governments take this issue so seriously. I would question it too. Maybe he sold it to some dude and that guy was using it. Who knows??

The actual issue at the time was that the NIA wanted him to prove that he was the same person who had held both his old and his current passport. Which if you think about it, makes absolutely no sense whatsoever and isn’t really related to your own questioning of this case.
