Anhe Rd as a number of them - Bacco, Champagne 1 & 2, Naomi’s (next to Champagne). Around Xinyi and Anhe Rd, there’s Chocolate & Love which is located on Xinyi Rd. There’s a thread about it in this forum.
Another lounge bar is MINT located at Taipei 101, facing Jason’s supermarket basement level.
At Warner Village/Neo 19 area, there’s a few. At Neo19 there’s Club 75 Brown Sugar (jazz), and Patio. At Warner Village, there’s Room 18.
