I emailed the university in the US and this fellow and program are indeed legitimate.

Be aware theat Taiwan’s MOE does NOT currently recognize distance learning degrees.

Typically our class is made up of international school teachers. Although we have had several Chinese school teachers graduate from the program. If I had to guess I would say that this probably pertains to online degrees. Since FSC professors come to us and teach onsite it may not fit into that box.
