Here is an article, PLEASE READ IT, that basically provides details and insight into China’s relationship with Cuba and why the US keeps silent about China’s activities in Cuba, much the way China keeps silent about US Reconaissance bases in Taiwan.

China has minimal activities in Cuba. After reading through the article linked above, I really don’t see any indications otherwise.
