Most foreigner friendly cities in Mainland China

Which cities are the most foreigner friendly in China? By this I mean (in no particular order of preference):

  1. Lots of English speaking services and locals
  2. Large expat community
  3. Good international schools
  4. May be able to jaywalk or exceed the speed limit without being sent to prison
  5. Financial incentives for foreigners to come open a business there

Other things like low rent, cost of living and start-up costs would be nice, as well as a relatively lower administrative burden (so, in a FTZ)

Shanghai is most foreigner friendly and then maybe Shenzhen. Guangzhou I don’t know that well, but should be

Northeastern China doesn’t have a lot of foreigners or English speakers, but they were almost always friendly to me. The cost of living is low, especially outside of Shenyang.

That said, you’ll probably want to be in Shanghai, Shenzhen, or maybe Beijing.

Beijing has gotten bad. It’s become hyper invasive and octopus arms of government is everywhere.

Beijing used to be cool, wouldn’t choose now
