If all sides can keep the situation is stasis long enough to isolate the problem, trace root causes and identify the makeup of the individuals involved, then the problem will make it to the court before irremediable damage occurs.
There’s no need to fear reprisal until judgment has been passed down. Usually the rich one loses money and the poor one ends up having to work hard to earn it from the trust it’s kept in. Wasting scarce power and monetary resources on solving neighborhood-level problems is a fast-track for, well … don’t make me call dad.
