I plan to come to Taiwan to learn chinese & I choose between two universities: one is National Cheng Kung University and another is National Chiayi University. Whose language center is better? I’m appreciated for your answers.

I like NCKU. They’re very flexible with both the admin and the teaching style/classes.
Can’t speak for NJU.
Let’s put it this way… I live in Chiayi, but I took the train every day to NCKU for two years. National Jiayi University, at least when I was there, was filled with SE Asian wives who enjoyed speaking Taiwanese the entire time with the teacher. 
Your money will be better spent at NCKU.
Most of the students at NCKU make an effort to speak Mandarin to each other as well, at least while they’re at school. Note that you’ll need to set up a language exchange if you want real chances to practice your mandarin with native speakers outside of class. If you have very good Mandarin you might find it hard to make friends though, as everyone will want to use you for language practice and it might stilt the conversation.
Thank you all for sharing of your experience. After days of thinking I’m either going to apply to NCKU. Plus, Chiayi isn’t that far from Tainan, so I’ll still be able to meet my friends in there.

I think you’re making the right decision. I used to live minutes from the NCKU campus and enjoyed the area. There’s an excellent 鍋貼 guōtiē place in the area. I haven’t had their 鍋貼 since I moved (2+ years ago), but I still think of them often 
. They really have good 鍋貼. May even be the best in Taiwan. They’re cheap, too. Here’s the address:

There’s an awesome Xiaolongbao place next to Poya on Dongning Rd (Shanghai Tanbao). And then all the shops in Yulejie…
2000miles, if you’re heading to NCKU I will definitely see you in the language center sometime! I’m the short white girl with long brown hair, I attend classes in the building next door but I’m always popping in and out.

Guys, thanks again for the info. I’ve been to Tainan a year ago and it seemed to me a city full of restaurants.
Now I’m searching for a flat to rent in Tainan. I plan to come by the 3th or 4th of March.

2000, you’re probably looking a bit early. Stay in Nando No.2 (the language center can hook you up with that one) for a few weeks, then move on. It’s a furnished room with a bathroom, $5000ish a month, you need your own mattress (can get them for 1000 near school… they can lend you blankets, but better to have your own).
It’s not a bad place to stay. It’s better to find a place once you’re there, too.
