I live on the fourth and fifth floors. You have to enter my apartment to get to the fifth floor and rooftop patio so it is private My electric is only for my apartment. There are no outside stairs to the roof.It is cement block so I doubt it’s an illegal structure. My neighbors have the same floorplan and they own their place.
