Not sure if it’s any good, but there’s a dimsum place on the 3rd or 4th floor of the Brother Hotel, right by the Nanjing and Fushing MRT Station.
I like that 24 hour Citystar restaurant on Dun Hua / Chung Hsiao E. Rd. I like the dim sum and that ‘pie’ with the shrimps, mash and cabbage, whatever it’s called. The menu has pictures, which, for a limited Chinese speaker such as myself, is inherently useful.
Good dim sum on Zhongxiao E road, section 4 (near Dunhua) across from California Fitness. Restaurant name: The Sweet Dynasty. English menu.
It is on the north-side of Yenji St/Zhongxiao E. Rd Sec 4, you will see an OK convenience store on the corner, go down the alley for about 30 yards. Called HONG KONG restaurant it serves up cantonese favs such as stir fried beef with flat rice noodles, dry yellow noodles with veg and choice of meat. Only the owner, Michael speaks English and there is no English menu. All dishes are around $100 and drinks $50-75.
Another restaurant you can try is opposite the main entrance of NTU, facing McDonalds on the right hand side, about 100 yards is a Cantonese restaurant (sorry don’t know the name) but all dishes are less than $100 and authentic.
Near the corner of XinSheng and on XinYi road, it has a station attendent and usually has someone selling scratch and win lotto tickets on the ground level. The restaurant is on the third floor but on the first floor you can see big colorful pictures on the wall about 10 meters in. As long as you don’t order dishes it should be ok pricewise. Also ask the waiter/waitress to take back the those weird fuzzy green beans and kimchii as they leave it on the table and charge you if you eat them.
Avoid the Dim Sum place on Xe mend ding on the 2nd floor that looks like a dim sum “sushi express” and can see from the outside on MTR exit number 6. Food is very bad and cold.
Go to Hong Kong, they have the best around…I’m there now.
If you’re looking for something a little more upscale, I’d suggest a look at the Pearl Liang on the second floor of the Grand Hyatt Hotel. They do excellent set menus blending a variety of cuisine from different provinces and the restaurant is very elegantly decorated with some very nice antiques. It’s serene, enjoyable and the staff are beyond reproach.

on zhongxiao near the CKS stop. there’s a parking lot on the north side. this is also where Cello Pasta, some Trattoria, and the building that has a ball-shaped structure (tv station?) are located.
go to the northwest side, and there is a HK restaurant there. tastes exactly like HK/cantonese food. they speak cantonese, and are from HK (recently too, not like 3rd gen cantonese who only think they know what it’s supposed to taste like)

The HK food I’ve had in Taiwan is nowhere near the quality you’d get in HK, or even in San Francisco, but so far, I think that Hung Kan on the 2nd floor near the corner of ChungHsiao East Road, and DunHwa South Road is not bad.
Better then TangChao (Sweet Dynasty) and CityStar. Sweet Dynasty’s deserts are great though.
Does any of the places mentioned above do good congee and/or won ton noodles? First time I’ve lived anywhere without a sizeable Cantonese population and I miss it.
I’ve tried three dim sum places:
Grand Hotel: Yick. Nice view, but I didn’t care for the food. It wasn’t awful, I guess, just… wrong. Well, it was slightly awful - some of it didn’t even taste fresh.
Taipei 101 has a dim sum place - pretty classy atmosphere, food was good enough to go back.
Living Mall has BayPhoneTown (huh?) on the 10th floor - my favourite so far, but disappointing congee.
I go to the HK place mentioned by TheAccidentalEnglishman a lot, but I think of it as just OK. Nice enough, but I don’t find it particularly authentic - and sometimes (shock 
) they even use short-grain rice. I think the guy is from HK, but I think he’s adapted the food a bit to local tastes.
The place I mentioned is the best hands down. it’s not expensive too, not like some I’ve gone to in hotels.
another option, if u want authentic, but pricey, goto the mandarina?? with the thai restaurant inside. they have a cantonese restaurant that is also very good. the chef is from HK. i didn’t mention it cuz it’s not cheap.
but the place near Cello Pasta zhongxiao beats Jingxing imo (it’s not the same menu certainly)
The place I mentioned above (Sweet Dynasty) has very good congee. I took my wife there on M’s Day. She liked it.
But Jack’s suggestion sounds good too.
