all the planned cities i have visited over the years were lifeless… i dont like the idea at all, great cities develop organically, not by an architect.

It looks like something out of a dystopian novel. I can understand the rationale, but nobody in their right mind would want to live there (except, I suppose, as a transient worker).
I wonder how valid the ecological argument is. I can see how it would cause only limited disruption in the hydrologic cycle, but I’m not sure how animals would react to it. It’d surely be the ecological equivalent of the Berlin Wall.

Yeah, I see. Because the temperatures are going up anywhere else, we need to seek refuge in a wall in the desert because of its natural air flow (the hotter air, above 60C will go up while the cooler one, 50C, will cool us down. And we will have 100% sustainable zero comma something liters of water per head a day, very useful when walking up and down that CGI abomination. Also the power will be sourced in a super green way, and to remove the stubborn sand from all those solar panels so that they keep working at least a bit will generate jobs for everybody.

Skimming through the article, I think the author fails to conceive how large the structure is.
My question is whether there will be indoor gardening (and green spaces) sufficient to cover most of the population’s needs and if there will be enough jobs for the population unless some kind of manufacturing is built in as well.
Seems like an ideal project for SMRs and a few giant desalination plants.

As tall as the Empire State building with unlimited energy leaves a lot of room for vertical farming.
It seems like the issue is initial cost, but like you said, they have money to burn. Consider it a donation to humanity.
