New regulations mean foreigners are excluded from public Kindergarten in Taiwan

This is interesting. The NTPC link for the 111 (2022) school year in English lists 9 priority stages with the 9th being foreigner. But the MOE page for NTPC you linked to has only 8, no mention of foreign status.

I checked a few others. Taoyuan has 9 stages, the 8th is where ONE parent is a foreigner. The nationality of the child is not mentioned. This puts mixed race Taiwanese children in a lower priority group. Am I reading that right?

Taipei, on the other hand, has only 4 multi-part stages of priority, and nationality is not evident. Again that’s 2022. Taipei already has it’s registration page for the 2023 school year up:

And in the PDF for the admissions guide, it has a numbered list with 4 stages that translates as “legal need to assist children”, then there is an unnumbered list titled “priority admission” then one entry for “general” then an unnamed box for foreigners.

Checked again for NTPC. They have a page for 2023 registration with an 80+ page ebook that somewhere gives the priority, can’t be asked. Taoyuan has not posted anything for 2023. I think I have to stop. My wife asked a question and OCD took over. I think it’s clear foreign kids aren’t getting into kindys unless they are in a place with few other children (which is becoming increasingly likely, though still unlikely).
