New work regulations since joining the WTO

Many laws concerning the employment of westerners were changed recently in Taiwan to facilitate a prompt entry into the WTO. Does anyone know where I can get an English copy of the changes related to westerners opening their own companies in Taiwan? Specifically what I am trying to find out is whether now, if you open a company , it no longer needs seperate licences for different types of business. In the past, if your company was licenced to fix computers, that was all it could do. I have heard rumour that this is no longer true, meaning, if a westerner opens their own company, not only can they provide their own ARC, but do almost any business they like. (Although apparently “teaching” and “street selling” are not permited without special approval). Anyway…pls help if you can supply me with any info or tell me where to look.
