I think you’d have to talk to one of the vendors and find out who owns the market. The vendors all pay a nightly rent and there’s usually a waiting list for spaces.
Dunno if that applies to all the organic ones as well, but that’s how it works down here in Tainan. All of our night markets are in specially designated places, though.
