NWOHR conversion to NWHR

Hi,

I have a Taiwanese passport without an ID number (NWOHR). What is the exact requirements for me to be able to obtain a passport with an ID number? I am currently staying in the US. I have heard of “staying for at least 6 months per year for 5 years” or something alike, but never found a firm confirmation.

1.) This forum has a search function. Similar questions (if not the same question) have been asked before.
2.) TECRO is just a call away. They can give you a more dependable answer.
3.) Calling the NIA would also be a good first step.
