Have you ever sent yourself a test “garbled” message to see if it comes out garbled?
Like sending a message to yourself and checking it in your web browser at Gmail’s site.
It seems like it’s the Big5 encoding and Chinese fonts. Outlook and Word are using Chinese fonts for all your emails. Change it to a Roman font like Times New Roman and change the encoding.
Are you typing any Chinese emails?

When I switch the encoding to “Chinese Traditional (BIG5)”, some of the strange characters on this page start to appear right.
It looks like it’s a problem with mixed encodings… did you try to set the encoding to Unicode in Outlook (and Word?), before writing the e-mails?
You could even try Western (ISO-8859-1), Times New Roman and Arial should have no problem displaying Chinese characters, even with Western encoding.
Does your Windows XP environment support Chinese encoding? I’d also make sure that’s set up as well as making sure your Outlook is set properly.
