hi does anyone knows how to pass inspection for illegal modified cars in taipei?

Get yourself a dummy car of the same model and year and swap the VIN plate(s)
Many garages which do vehicle testing will happily remove of hide any illegal modifications for the required photograph (lights/over-sized wheels etc). They will overlook any unseen modifications (engine/exhaust etc). It will cost you a bit more for them to do this for you. If you take it to a government testing centre, you won’t be able to get an illegally modified car through the test.
I wonder how garages get away with this. Whenever a modified car ends up in an accident, the cops could easily see where it was tested last. Shutting down these garages would be the easiest sting operation ever - a total no-brainer.
Pay a local garage or professional vehicle transfer company to do it for you for a guaranteed result.otherwise take your chances at a private inspection company as they tend to overlook such mods.
And just as totally pointless. Of course that wouldn’t stop them doing it, but its no discredit to them that they don’t.
Illegal mods hardly ever cause accidents. Dickheads cause accidents.
(There’s probably a statistical association between having illegal mods and being a dickhead, but that’s not the same as causation.)
The word ‘cops’ and the country we live in, Taiwan, should give you a very big clue.

That was what I meant. Whenever I hear a squealing tires at 3am or a farting scooter, I can pretty much imagine the dickheads in control of the vehicles.
