Passport renewing. how about visas (JFRV, APRC)?

I’m courious about procedure of renewing passport with preserving visa. I don’t know how in other countries, but Russia issues international passports for 5 years. after this period you have to apply for new passport.

just imagine such situation:
you have JFRV visa in passport with ARC. Both passport and visa expires, let say, in august 2006. So, to apply for ARC extension you need new passport (ARC can not be longer than passport as far as i know). So, i’m going to Russia to change passport, but in new passport there will be no any visas, so i can not enter Taiwan because ARC is not valid without visa. Need i apply for visitor visa to enter taiwan and then apply for JFRV with whole procedure (new CCRD and so on)?

Is anybody made procedure of renewing passport?

Remember, your ARC will expire with your old passport, but your visa does NOT expire. Just make sure the Russian authorities return your old passport to you along with your new one, and show the visa in your old passport when you re-enter Taiwan if you are asked.

I had the same thing – a resident visa in an old passport and a new passport with no stamps in it at all. I used to always carry the old passport when I travelled just in case, but was never asked to show it when coming back to Taiwan.

If you’re concerned, you can always go and ask the Foreign Affairs Police what you should do.

Actually, i have no JFRV yet, but i’m going marry soon and will apply for JFRV and ARC. Just wanted to clarify this case to be prepared :slight_smile:

you said you always carry 2 passports. Isn’t possible to ask MOFA to place copy of visa onto new passport for convenience?

I guess, you’re American or other nationality who can enter Taiwan for short time without visa - probably that’s why custom doesn’t care about your visa. Everytime i enter Taiwan they are precisely looking into my passport and checking everything like dates, visas, stamps and so on…

So, JFRV has no time limit? can i re-enter Taiwan by JFRV if ARC already expired?

When obtaining a JFRV/ARC, your resident visa is used exactly once. The first time you enter on your resident visa (or obtain one from BOCA within the country), your resident visa is stamped used and is no longer valid. You then apply for and obtain an ARC within 15 days of the resident visa being used. When your ARC is granted, a Re-Entry permit will be placed in your passport. From that point on it is the Re-Entry permit which is used to gain entry to the country, not the resident visa.

The situation where an expired passport is renewed is fairly simple. The immigration authorities will recognize as valid any unexpired visas or re-entry permits in an expired or cancelled passport. If you renew your passport overseas then you would present both your new and old passports to the immigration authorities when returning.

Once you have your new passport you can proceed to the Foreign Police office where you obtained your ARC and have a new Re-Entry permit placed in your new passport. This is a very simple procedure to do and no service fee is charged. Once you have the new Re-Entry permit in the new passport, then you will only need your new passport to travel. You DO NOT need to show your resident visa; only the Re-Entry permit is required. (My current passport has only a Re-Entry permit and no resident visa and I have no problems travelling.)

In the case of those with multiple entry visas instead of an ARC, one cannot get a visa simply transferred to a new passport. You would need to apply for a new visa instead. Since getting a new visa can be difficult, it is usually better to keep the old one and carry both passports until the visa expires.

To answer your final question, you are required to renew your ARC before it expires. Doing so is a fairly simple procedure if your family relationship has not changed. When you renew your ARC, a new Re-Entry permit will be placed in your passport. Once an ARC (and the Re-Entry permit) expires, you would need to apply for a resident visa all over again.

If the FAP won’t issue an ARC with an expiration past your passport expiration date, but the re-entry permit is only valid with a VALID ARC, HOW can you re-enter with your new passport if it is past the date of expiry if the ARC is no longer valid?

You will need to renew your passport ahead of the expiration date. Due to the numerous restrictions on entering countries with a passport of less than 6 months validity, it is best to think of your passport expiring six months before the printed expiration date. If you renew 6 months before the expiration date then you have six months where you can use the old re-entry permit before needing to get a new one.
