Paying Taxes on Off Shore Income? What do I need to do?

Hi,
If I make 100000 US, outside of Taiwan. Do I need to pay taxes in Taiwan?
No If I am a non resedint of Canada, do I need to pay taxes there on the same income?
My understanding of the subject is no to both answers. Am I wrong?
