I can highly recommend the Jack Family Homestay in Penghu. Jack speaks a bit of English and can help you out with all things during your visit in Penghu. Just returned from Penghu. Stayed in a nice hotel called Beach Castle (Shatan Chengbao/ Guanhai bieshu) right on Shanshui beach:

Breakfast was good and all you can eat. Play room downstairs for kids, and playground outside. All very clean. Next door there is a surf shop (Mahalo) which does decent pizza for dinner. Snorkelling right on the beach. As far as we could tell from our 5 days in Penghu, this was indeed the best place to stay.

Penghu itself was not very inspiring, we thought, but others may disagree. The beaches were great, though.

Hygge. Has a nice view over the Moses causeway.
