I will have a translation ready by June 14th or perhaps earlier. Basically, what it says is that you only need 183 days per year to qualify. For an average foreigner, that is 183 days residency per year, for seven years. For the spouse of a Taiwan citizen, that is 183 days living per year, for five years; or for any five years out of a ten year period.
There is also a new qualifying category of ten years (183 days per year) out of any twenty year period, which means that you have actually lived in the Taiwan area over 20 years already.
There is another new qualifying category that is separate from the above and just says you are in an occupation needed by the Taiwan society/government, and/or you have special high-tech skills. For this you don’t need to meet any residency or financial requirements, however each case will be considered on its merits.
