I got mine done in a machine upstairs at the Taipei Railway Station, close to Lotteria, no idea if it’s still there.
Renai hospital has one, or used to.
There’s another outside a bank on Chunghsiao E. Rd. Sec. 5 a block east from the fire station and across the road.
MOFA has two at the bottom of the escalators.

Rascal: Where did we pass by and saw a mother and her kid stumble out of a photo booth the other day? Only when I opened this thread, I realized WHAT had struck me as strange that night: the fact that there WAS a photo booth at all. If only I could remember where it was :?

I think it was on the East side of Fuxing North road, just before the Nanjing intersection (there is a photo shop, too).
That said most photo shops can do instant passport photos, too.
Here’s what I did:
First I went to City Hall. It was unplugged when I got there one morning, so I went ahead and plugged it in. Then I realized that it was unplugged because it was broken (a nice sign somewhere would have been helpful). It was charging NT$ 100 for 4, 6 or 8 pictures (depending on the size of photos that you need)
The company that makes that Photo Booth is called PHOTOMATE (0800 251 206)
From there, I went to Jen-ai Hospital. At the back where you have the Medical Checkups is another PHOTOMATE Photo Booth. But this one charges NT$ 140. At least it was working.

There’s one in the entrance to the Wellcome supermarket on Xinsheng South Road just round the corner from Heping East Road - opposite the petrol station and subway sandwich shop.
There’s one outside the entrance to a hotel on the west side of Zhongshan North Road Section 3 a few paces north of the junction with Jinxi Street.
Otherwise, how about getting them done at a photographer’s studio. Then you can get loads of them printed instead of just four.

Most Carrefours seem have a photo booth somewhere in the building. Hospitals too.
