Where can I find “unrestricted use” photos of Taiwan that can be used in the packaging of a commercial product? Try the Tourism Bureau? There must be some online resources, and I am unfortunately technology-challenged.

That’s not really what “unrestricted use” usually means for this type of thing. It means once you pay for them you can do whatever you want with them. A lot of times there are restrictions on purchased images.

Ah, in that case I recommend you have a look at theDaily Pics threadsin Living in Taiwan on 'mosa, and contact some of the fine photographers therein! Remember, these are professionals who deserve to be properly reimbursed for their hard work!

The tourism bureau does allow free use of some of their material (I know this for a fact for maps but I am not sure regarding pics). Sorry, but I don’t have contacts for you as I didn’t do the contacting.
