Changes in Taiwan 1990-2005 VS 2005 -2020

My Uncle taught in Taiwan in the early 1990’s and recently came back for a visit. He said the place is very different. A former University class mate of mine taught here from 2005-2006. He also recently came for a visit and says that very little has changed. Does this sound right? I guess the 15 years of 1990-2005 were boom years BUT 2005-2020 have been okay years.
