I am wondering whether Taiwan offers Pre paid simcard that can be used overseas. I dont have my ARC yet so I cant get a number on contract, I have a Taiwan dageda simcard, but I d like it to be useable when I travel overseas. I need to be reachable everywhere, no matter the price charged.

Even if you have an ARC, it’s by no means automatic that they will allow you to sign a contract. Even if they do, they will still ask for a deposit. The easiest way to overcome these obstacles is to get a Taiwanese friend sign up for you, and then you can get a subscription even now as well.
Alternatively, how about a SIM card from your home country? I guess it’s routine for operators in Europe to offer pre-paid roaming, and I haven’t heard of anything like that here.

I guess the easiest way is to have someone to sign up for me 
I have a permanent residence visa and CHT gave me a monthly plan on the premise that I have more than a year left on my visa.
This is the first t8me they’ve ever done this without insisting on a co-signer or deposit.
