Proposed "Global Elite" card - Gold Card on steroids?

Based on item 3 in this article, it seems like the “global elite” card is now a thing. I can’t tell if the application is different from the regular gold card.

Article: The “certain conditions” referred to in Article 18, Paragraph 3, Subparagraph 2 of the Act for the Recruitment and Employment of Foreign Professionals mean that a foreign specialist professional must have domestic salary income and income from the performance of professional services in the most recent year totaling NTD 6 million or more.

So no “Global Elite” card incoming - just a special fast-track option to APRC for high-income Gold Card holders.
