Purchase/download of webpage design TEMPLATES

In regard to potentially setting up some new websites, I have been researching the availability of webpage design templates on the internet. Some of these are free, and some require purchase. Does anyone have insights or experience as to which websites are best for getting good templates?

What exactly does one get when downloading one of these templates after purchase? Is it a fill-in-the-blank entry screen? Or do you just have to modify the .htm file yourself? What about the lead graphic and other embedded graphics? How much can those be changed??

Are any sorts of templates for subsidiary pages included? Or how does one set those up??

Any comments or suggestions on using templates to set up visually-appealing websites would be appreciated.

P.S. My research is in the field of civil rights issues, so my plans to set up some new websites are of course in that general direction.

Richard, obviously not sure what templates you have been looking at, but some are very good and allow you to modify everything, others are not so good. The templates can be very good as a teach yourself mechanism for someone who is learning how to setup a website etc, but for anyone with any experience then they really are not necessary.

Most templates expect you to modify them as per your needs etc, this gets a lot more complicated once you get into the realm of content management software. With CMS systems you can still modify everything but it takes a lot more digging around to find out what files etc need to be changed. Knowledge of how to edit .htm files is really a prerequisite for both if you want the site to look the way you wish and not the way someone else wishes.
