Questions regarding obtaining TARC and citizenship if I hold NWOHR passport

Hi, I have a couple of concern on obtaining TARC and also applying for citizenship in the long run. First, I ‘m 32 years old, a Filipino citizen and holds a ROC(NWOHR) passport. I applied for ROC passport since my mom also got one but also don’t have Taiwan ID nor HHR. She had not stayed in Taiwan ever since and she’s locally born chinese citizen. Not really sure though how she was able to obtain the ROC passport. Maybe because she’s a Chinese citizen here in the Philippines. At first, she holds PRC and ROC passport but later on the PRC passport was confiscated when she was on tour and retain the ROC passport. My questions are:

  1. What is the process on getting TARC upon entering Taiwan? And can I stay in Taiwan for a full year for the whole process. Since I currently do not have plans on staying for 5 years or so.
  2. And does getting TARC is the stepping stone on getting Taiwan id?
  3. Is it fine to stay in Taiwan during the process without doing anything? Like just waiting for the whole process to be over?
