If I wanted to I could just fly out of their jurisdiction, but I don’t want to leave any space debris floating around, y’know. Especially if it’s the kind someone might use without my knowledge or consent.

Yeah, slither-proof cuffs are expensive… and painful! 
That money would be better spent on paying people to stay home. 
I’ve seen the problem pop up a few times, but it is always rather short…perhaps 1% of the time.
