It really doesn’t make any difference who you use. I think I remember it being cheaper on Chinese sites for .TW domain (700+NT instead of 49.95US.) Maybe the lower price is for locals, though I’m not sure.
That TWNIC link is way old. You don’t need to be a local to register with local registrars. And if language is the barrier, Seednet has english registration:

Depends which subdomain you registered in. Under .tw is more expensive than .com.tw. a .tw domain is about US$50 for setup and 1 year, .com.tw, .idv.tw or .game.tw are cheaper.
