Can a Reps office get an Import license/certificate?

I see it says (1) Firms duly registered with BOFT as importers/ exporters.
So, then my question is can a Reps office Register with BOFT as an importer, as our product does not fall under the category “List of Commodities Subject to Import Restriction” are exempted from licensing requirement" From what I understand then is that I would need to register. Has anyone registered a Reps office to import?
A representative office is permitted to engage in a very limited number of activities, such as bidding, getting quotes from vendors, etc.
I am not an attorney and you should get qualified advice, but my understanding is that a rep office is not allowed to import/export on its own.
