Cell phone service for foreigners w/o ARC?

OK I did try doing a search before posting but was unable to find a clear answer. I am currently studying Chinese and I have a Record of ID from the immigration department. Is there any cell phone providers that will let you sign up for a phone with the Record of ID? I need to have my own phone before I get my ARC card. I do have a co-signer if needed. wife and me both having SIM Card from Taiwan mobile, wife running on 401 per month 2 year contract and me running on prepaid. Wife half year ago extending her 2 year contract, at that time nicely giving me her new device … Now we both think about an iphone with unlimited internet. Hi there everyone, I will be in Taiwan tomorrow until Friday for a short visit. I’ve read that my best option when it comes to prepaid 3G data SIM is to get one from Taiwan Mobile (DaGeDa?). I’ve read that they have a 1 day, 5 days, and monthly package - is this still accurate? Also, if I want a local number so that people can call me while in Taiwan, which operator would you guys recommend? And is a prepaid MicroSIM available as well from the major operators - I need one for my iPad as well…
