牛母件嶼, it seems to have no English name, so I’ve romanised it as Niúmǔjiàn Island.
Apparently, it is the only private island in the ROC. EDIT: The Google maps location is not wrong.

Info on 90 islands and rocks in penghu. Iirc, any natural rocks above the sea level can be treated as an island on international laws.
