Running Vest with Taiwan flag

My wife has been bitten by the marathon running bug. She did the Standard Chartered Taipei Marathon at the weekend and I saw some runners with running vests decorated with the Taiwan flag.

Any idea WCIF one of these vests - if not too much to ask if I can buy online as not based in Taiwan.

Been looking for these in the singlet variety for awhile. I have a feeling some I have seen were part of a race package.
