You can pay the monthly parking pass online or on-site, If you use online payment then you can have NT$100 discount
In addition Electric scooters doesn’t need to pay parking fee in Taipei city 電動機車維持停車免費

It does apper in English, but I haven’t worked out if you can pay with it for scooter parking yet
