Setting up a non-profit association

My wife and I (both foreigners) with APRC are thinking to set up a non-profit association promoting educational purposes and parental training and counselling. Does anyone know if foreigners can set up an association? We are not aiming for tax-exempt status at the start. Has anyone in this forum set up an association? what is needed?
