It has nothing to do with foreigners. Taiwanese people don’t trust other Taiwanese people. Plenty of opportunities to scam the system if work visas were given out on the say-so of an employer. The N.I.A. can somewhat trust the veracity of a visa application for teaching English if the passport holder is from an English speaking country.
Yes, but I´m pretty sure not all the native english teachers have that requirement. Because schools only require the nationality to sponsor them.

Regardless of where the person comes from, the main requirement should be passing a competency test that covers the target language and teaching skills.
Not everyone can pass both.
Requiring that the person comes from a native English speaking country seems like a lazy chabuduo way of determining English competency.
I do believe that public schools and universities require some sort of recognized teaching certification.
