It still does in many places actually. You can see the open channels everywhere.
A lot of the rivers/channels still stink as the sewer effluent drains into them.
Yes there is more sewer coverage now but the rivers still seem be full of shit.
On this point Taiwan falls far below ‘developed’ status.

Taiwan is a charming backwater. Developed? Sure, in parts. People in Singapore think Taiwan is a 3rd World hellhole. I prefer Taiwan to Singapore because of its authenticity. 1st world bank accounts, 3rd world infrastructure in the majority of the country (not central Taipei of course).
