Still required to give a notice if employer is breaking grounds of contract?

Recently my friends employer reduced him to 6hours a week because the classes merged or some other nonsense. Is he legally bound to give a notice even though his contract says he is supposed to have 18hours /week?

I think getting a letter of release should be done within a day of wanting to go actually earn money.

A contract works 2 ways, if he is down for a minimum of 18hours he should still be getting paid for them regardless of hours actually worked.

This is unless he has already agreed to the drop or has some shenanigans in his contract, better to take it to the labour department and ask them.
